Russia just sent a not that it found the fact that Finland sells non-military laser-measuring equipment to Ukraine as "not helping the development of peace". What it actually tries with this provokation, is to poke and see if there are any politicians who'll get scared and try to explain it away or willing to bend. Like a blue-piller starting to bumble after a woman asks if he was looking at her tits. They know that they are testing, and we know it, but some will get intimidated. Actually Russians appreciate the neighbourghs who do not bend on these provocations, and handle it back in tactful but strong manner. If someone starts to explain too much showing weakness of being intimidated, they'll laugh and push harder to try to get an angle of profit.
