How do you get the ladies to notice you without giving them attention.

There is a paradox here that I don’t fully understand. I see as how a woman not getting attention from me will want more and that too much attention and she thinks I’m a creep or an orbiter. But you have to start somewhere. How do you get them on the hook to begin with without paying them attention?
