A drive is "...an innate, biologically determined urge to attain a goal or satisfy a need." Qualitatively, to have a strong drive, you must arguably have a strong need, and the conditions for that strong need must also be sustained. Qualifying a drive or a need as being "strong", you must compare it to another, it's relative.

That said, who then has the strongest average sexual drive - men or women?

Here's Gavin McInnes' take on this.

Male sexual strategy is to fuck as many women as he possibly can. Female sexual strategy is to be fucked by only the very best men she can get. Evolutionarily, successful men must thus have been driven hard to want to fuck as often as possible, and with as many possible women they could fit in a day. By seduction, by force, by trading resources. Successful women must have been driven to act too - but only when the best conditions were present - a rarer occurrence. It stands to reason that in terms of having an omnipresent drive, men must clearly be switched-on more often, and by that metric they must thus have the strongest drive if only by the impulse count. It makes men take greater risks, it also makes them incredibly resourceful, and creative. Selectivity gives women the ability to impose decisional quality test gates before her own floodgates open.

Another way to look at this is to look at the gay population. (I'm going to make the assumption that the male and female drive mechanisms are identical within their respective genders whether you're gay or straight.) Gay men fuck often because very little is holding them back. It isn't so uncommon to see gay men notch counts in the hundreds, and even thousands. With lesbians, dead bedrooms are a common occurrence.

Actually, a citation might be needed. While it might not necessarily be equated with a higher sex drive, many older and ancient cultures did seem to believe that women, as a general rule, were unable to control their sex drives while men were. This came out of and fed into the belief of women as the, mentally, weaker sex. That is also why there were so many rules and social conventions regarding female activities, it was understood a women could not control her sexual urges, all the while a man who could not was seen as weak.

Again, does that necessarily mean they thought women's sex drives were higher, or their capacity to resist just weaker? I don't know. The word hysterical (emotionally out of control) comes from the Greek. It shares the same root meaning/word as the Greek word for uterus (hysto). It was believed that the uterus of a woman who had never born a child could cause uncontrollable emotional/sexual compulsion in the women. The cure was to get her pregnant and make sure she gave birth to a live child. Then the uterus would be "rooted" in the body and much less likely to cause future fits.
