last I checked a temporary shelter is 1000% better than homeless and under a bridge.

also, underground is considered with friends or other groups in a shelter. which is NOT homeless or on the street.

From what I read, the stats are almost all women and it's just for deaths because there's an abundance of 'settled out of court' and also no stats where patients didn't die.
