Most often it means "max out aspects of SMV that are noticeable at first sight, some women will qualify themselves to you and spare you from putting any work". It happens. But probably not as often, as much and with the women you'd like.
It's more reasonable to read it as "raise your SMV a lot, open the chick and game her enough for her to be attracted, then stop gaming a bit. she'll miss the attention and work towards getting it back, at which point you'll have a much better position to do whatever you want".

After you have gotten her interested\attracted in you then you become less available and make her look forward to your next dates\time together. A lot of attraction\obsession with women comes from the time that you spend apart in which she starts to think about you and fantasize about your next date\time together.

Most people get the wrong fucking idea that you are supposed to just be aloof and let chicks chase you around the school room...often because of fabulist on the internet who claim that they are such Ryan Gosling megadicks that girls are chasing them into their beds and fucking them without any effort on their part....

I'll tell you my experience.

There's this chick I used to talk to from time to time, I initiated and such to begin to show her I was into her.. and then I stopped.

Some time has passed and I've counted the number of times that she has gone out of her way to talk to me (without me prompting it): 5.

To keep her doing this, i'll throw her a bone every now and again. Maybe smile at her or something.. and she'll most likely keep initiating etc etc. Thus, she is chasing me.

I'm putting in little to no effort, and it seems to be paying off.

If I would have never initiated the first few encounters, she wouldn't have ever initiated. You have to initiate/chase some to get the ball rolling, and then put the ball in her court.

If they're more invested in you, you DO NOT escalate just yet. That'll put you back to square one, you draw the game out as long as you can to build tension, ramp up the investment more and more.. and then find an opportunity to begin kino, and then you work your magic by escalating.

I tried escalating when I saw a chick was into me, it pushed her away. I had to run aloof game for TWICE as long as I had originally planned just to get back to where we started before I pushed her away.. feelsbatman.

I'll give you an example.

When I was in undergrad, I didn't really know what I was doing with my life, and I floated around without a real purpose. I also spent a lot of time trying to get girls to like me and go out with me and sleep with me.

Now I am thirty. But I've found my purpose. I spend my time chasing my dream life. I've figured out where I want to go, and I am focused on getting there.

So every morning I wake up early and work out. Every day I am working and making money and doing whatever I can to improve my lot in life and achieve my goals. In my free time I pursue my hobbies: drawing and writing and surfing and hiking and anything else that catches my interest. I also spend very little time actually pursuing women. I'll flirt with every pretty girl I see, but I do not go out of my way to find them or pursue them.

Which version of myself do you think gets pussy?

Chase your dream and improve yourself. Pussy will come as a byproduct.

How exactly does letting girls chase you work? Does this mean that you are supposed to present yourself to them, see if they're more invested in you than you are in them and if so, only then escalate? How are they supposed to chase you if you are the one who has the burden of performance?

Mostly girls don't chase until they are 90% seduced.

Unless girls are already somewhat chasing you, don't expect this to happen. Instead get good at chasing them (note the plural!) and convey non-neediness and willingness to walk away simultaneously with escalating.
