That being said, you as a foreigner have a higher perceived SV, and for the same cause you'll polarize girls faster, and as Nacho said Mexico city is a very liberal city.

Now about locations it depends on your kind of game, if you do night game go to places like Polanco, Col. Roma, or zona Rosa (this one has a high population of homosexuals (both kinds) but also a lot of cute girls). In these places you'll find some cool clubs (called “antros" here)

Now if you prefer day game (I do it almost exclusively) you have the WHOLE city for you, but the places I've met the best looking girls are again Polanco, Zona Rosa, Satelite and the mall there called Plaza Satelite (this is up north in EdoMex), and Santa Fe (also the mall there). But really that's the beauty of day game, you can pick up girls wherever you are, if you see a cute girl just approach her/them.

Also cold approaching is a very rare thing here, very few people do it (haven't witnessed one in months) which its a shame because if you pay attention girls are not subtle and throw iois left and right, also girls are VERY receptive to cold approaching, much more than other places, I actually had to slow down on the approaches because I just didn't have the time to see all. Literally fish in a barrel.

Lastly about game, as I said seduction and TRP are universal, but of course every place have certain idiosyncrasies that can be exploited, here is being sexually forward, make physical contact asap and escalate, you can be much more “sexually aggressive" here than in the states, I'll trust you can read social ques and body language to create comfort for the escalation.

Don't worry if your Spanish isn't perfect, most girls will find your accent endearing, just start approaching and see. A simple “hola" its all it takes.
