May depend on what type of women you are looking for and what type of lifestyle you want to lead.

For example, Portland OR is very white, hipstery, but the women are more likely to be liberal and open to interracial relationships as a result - if you fit into that culture. Miami is more of a party city and women there care more about your money and lifestyle than race. Mississippi is predominantly African American, so if you want to date more black women then your odds increase there.

I think there are other factors to consider as well. Job market, cost of living, weather, demographics.

That being said if you just want to get laid with casual sex, then look at the party or tourist cities; Las Vegas, Miami, NYC.

Honestly, NYC due to the walkability and sheer numbers factor is a good bet. Also women there are less interested in commitment and more apt for casual sex. Plus lots of people just makes it easier to find someone. It's easy to walk out your front door and just hit up a dozen spots in minutes.
