Gonna be honest, it's not gonna be easy, usually convincing the council of spending any kind of money (even more so to build smthg which is even more costly) takes a lot more lobbying than 5 min.

But nonetheless, your first case would be to clearly showcase a need for it, do you have any statistics spesificaly for your town? If not, do you have national statistic that you can then us to calculate the approx. number of homeless people in your city? Based on that, you can prepare a proportionate initiative (if your city is small maybe it's not necessarily a new build but a couple of used flats could be enough). Maybe could run alongside a re-inspection program with comunity jobs run by the city?

Secondly you need to "market" it. What's in for the council? Because unfortunately politics, even progressive ones don't necessarily see further than their nose and are not usually in for the shear good. Reduced crime in the streets? Cleaner, more good looking city? Can you find concrete exemples of city where they opened a shelter and this helped the city in some way?

Politics isn't done in council chambers. You need support before you go in . Preferably a council member from the ruling party who's going to support your proposal.

This is what you need to do:
You gather any and all data that points to how much money tax payers and the council are bleeding due to the homeless, then you tell them how much money they are gonna save by building a homeless shelter.

They may steal your idea and implement it poorly behind your back though, you will need support from the inside if you want to avoid that.

But as long as you have all of the economic data I mentioned they are gonna be thrilled in listening to a proposition that saves everyone money.

Also, this has already happened before, there was a case with someone from California building tiny mobile houses to homeless people, he got in trouble because he was doing it on his own and without regulation from the government, but they discovered that he was saving tax payers' money by giving them houses.
