I believe it to be extremely dangerous to allow this kind of thought to spread or justify it. Virtue ethics states that who people are is defined by how they act, rather than the other way around. If this is the case, then excusing soft-genocide as a “joke” will have some very concerning, negative consequences on who people are and what they do…
