It is if it's done maliciously. What's beyond mean and well into evil territory is to try and alter the law so that such a withdrawal, whether for a discernable reason or not need not be communicated in any way whatsoever in order to sustain a conviction for a violent sexual felony. And even more evil than that is to instruct children and young adults in doublethink so that they will not understand that this attempted change in the law is evil.
