Another tragic death of a California fostercare child:

The first time the 3-year-old foster child ingested meth, she recovered.

But she wasn’t removed from the California foster home that she had been placed at just days earlier, according to a lawsuit filed this week.

Two weeks later, though, she ingested meth again — and this time, 3-year-old Mariah died. Paramedics found a baggie of methamphetamine rocks in her room.

This time, at least there was some minimal paper trail. In California, the DSS doesn't do its job to protect foster care kids, according to the HHS Inspector General.

The California Department of Social Services (Social Services), Community Care Licensing Division (licensing division), did not (1) accurately record or investigate one complaint, (2) complete investigations in a timely manner, (3) refer priority I and II complaints (the most serious) to the Investigations Branch, (4) adequately cross-report complaints to the Children and Family Services Division and to law enforcement, (5) conduct onsite inspections within 10 days, (6) associate an employee of a community care facility with the facility, and (7) adequately clear plan-of-correction deficiencies.

Officials with the Los Angeles Police Department’s Juvenile Division told The Times last month that although allegations of physical abuse regarding Yonatan were reported to both DCFS and police, no police investigation was launched. They declined to provide details.
