Reddit user /u/freemarketer is a father and domestic violence victim in Washington State. Police illegally arrested him when he was attacked by his wife, and counselors refuse to provide him and his children safety plans on a nondiscriminatory basis:

My wife is an untreated bipolar. She is sometimes verbally abusive to the kids (and me). She also has jumbo size episodes that involve a lot of screaming--the last one ended up with me in jail because, as the cops said, "One of you has to go".

Charges were eventually dropped because, uh, I didn't do anything! She was the first to say that all I did was try to stop her from scratching me up, and did nothing to hurt her. Obviously I never attack her or egg her on, but the neighbors heard and so the cops took me in. But this is the final straw. Turns out I don't love being in jail.

I learned about domestic violence safety plans when I was being evaluated by the state. This idea sounds awesome. You cook up a plan where all parties agree, for example, what happens when tempers flare. Obviously my choice is to get out of the house with the kids but my wife will physically attempt to stop us... and did I mention that I don't like jail? I no longer have the option of trying to get out of her grip because that's assault. (As is her trying to prevent me from leaving, of course, but this is a very pro-woman state.)

As I understand it you get the safety plan notarized or even file it with the local law enforcement, so that you have an arrow in your quiver you explain what's going on.

The safety plan is exactly what I need. My kids were also delighted by the idea. I even asked my wife to choose a counselor to write it, but just as she won't take her meds, she won't choose a counselor.

(This is a problem because when we had counseling before she said they were morons and that they were out to get her because I had chosen them, so I am always encouraging her to find one herself.)

I can literally find no one in the Seattle area (or, ideally, Eastside suburbs) who knows anything about writing one for me and the kids. They only know how to do them for women. Anyone have any recommendations of someone who can help us all draft a safety plan together?

I urge the USDOJ to investigate the appearance of systematic discrimination against boy and man victims of domestic and sexual violence. I urge the USDOJ Office of Inspector General to investigate the appearance that federal funds are being misused. I urge the USDOJ Office of Civil Rights to investigate civil rights violations.

I urge the HHS Inspector General to investigate how such illegal discrimination has violated the civil rights of victims of sexual and domestic violence under Title IV-D and their access to government funded healthcare services, including safety plans and counseling, I urge the HHS Office of Civil Rights to investigate similarly.

Please note food aid is only available to men and boys who reside in shelters. Given that many of your shelters reportedly give male victims a voucher for a single night in a hotel instead, or fraudulently arrest male victims, they are effectively denied equal access to food aid. This creates the appearance that your contractors are starving out boy and man victims. I urge the USDA to investigate this illegal discrimination.

Any present or near future claims that these federal contracting agencies are not now illegally discriminating against boy and man victims are likely to be false. In accordance with the Data Quality Act, I urge to to correct any false or incomplete information you may have from them. (Pub.L. 106–554, 42 U.S. Code § 300kk)

Given these ongoing issues, I urge the US-GAO to make an informed decision on whether to evaluate the results of these programs or activities on his own initiative, or to keep Congress informed of the budgetary constraints that prevent the GAO from taking action it is otherwise lawfully allowed to take to protect the American people from fraud, waste, and abuse in federal programs. (31 USC § 717, Paragraph (b)(1)) I urge the US House Reform Committee and US Civil Rights Commission to also investigate these program failures and civil rights violations.

Criminal violations of federal law may include but are not limited to "18 USC § 241 - Conspiracy against rights" (including conspiring against the civil rights of victims to safety and protection), "18 USC § 249 - Hate crime acts" (including harming boys, men, GBTS, and minority victims), "18 USC § 1516 - Obstruction of Federal audit" (including fraudulently misrepresenting that these contractors are not acting illegally), "31 USC § 3729 - False claims" (possibly including fraudulent documentation denying pervasive and illegal activities), "18 USC Chapter 96 - RACKETEER INFLUENCED AND CORRUPT ORGANIZATIONS" (possibly including fraud to pervert the course of justice), or "18 USC § 1001 - Statements or entries generally" (false statements).

Please recall that agencies and individuals who fail to properly train their employees or contractors not to engage in civil rights violations are subject to liability under "42 USC § 1983 - Civil action for deprivation of rights" and other federal laws.

I urge the Organization of American States to investigate possible treaty violations.

I urge you to act with kindness towards boy and man victims of sexual and domestic violence, faithfulness to the law, and truthfulness with the public, protecting all victims, and acting in the interests of justice. Victims depend on you to protect them from crime.

Until you do, boy and man victims of sexual and domestic violence who also face illegal discrimination must hope for justice, and persevere.
