I have a hair on the bottom three inches or so of my dick, because as it grew it had to use scrotum skin because their was no foreskin skin to grow into.

I would assume so. People have mentioned loss of pleasure or increased pain from sexual activity in posts, just the term anhedonia hasn't come up specifically.

A small section of the glans was cut off during circumcision (there's skin partially attached, partially dangling off). And I have penile papules (randomly affects 1/4 of men). Because of those 2 things, it looks STD ridden in spite of being a virgin

Circumcision was very tight too, so scrotum and pubic hair rides up the shaft :/

I still have the glans, but my frenulum and frenular delta were severely damaged/amputated. I've had trouble orgasming since I started jerking it, and I often can't orgasm without employing the death grip.

You'd do well to

Consult a competent physician for measures which (if not restorative) are at least palliative
Document your situation thoroughly (if even anonymously) for use as argument against circumcision.

I've tried without success to tell fanatic intactivists to concentrate on the problem of botched circumcisions rather than propagating their religious bigotry. Yours is an example of why circumcision is absolutely not worth the risk involved for merely ambiguous benefit.
