Right now public schools have a monopoly on anyone that cannot afford to look elsewhere. Providing choice takes that away and forces them to perform in order to stay competitive.
That is not "cutting education funds." It is keeping the same level of funding and applying it to multiple sources to increase the choices available to parents and students.
