Female Airman got stationed in our squadron in admin. About a month after she got there there was a dorm party. She hooked up with some other Airman there. Few days go by and we start getting asked by various Sgts if we were at the party and who else was there. Then we start getting called to OSI building to answer some questions. Turns out this female Airman was engage to a marine she met at tech school. Apparently she felt guilty for cheating and told her fiancee that she was raped at the party. He reported the rape to his superiors who forwarded to our base. Needless to say she wasnt around very long.
A colleague I worked with told me he had travelled home from British national service with a colleague and they went back to camp three days later. The same afternoon, the commander called them all on parade and a woman was produced. She was led in front of them all, and pointed to my colleague's colleague. She pointed to him and said: "He's the one!" She told them, apparently, that he had raped her the day before.
So, about the McDowell report. It doesn't actually say 60% are false. It's said about 200 out of 1200 reports were false, and any others that for some reason scored low on his checklist were also categorised as false. So that about 17% or so.
However the McDowell list is considered to but utter bollocks by better researchers. It's design is super shady. Most rapes committed would score in the false number because of how it's scored. Amy score above zero is considered to be false, and it was designed to discredit claims of a rape epidemic in the military. It was dumped in 97. There's an excellent criticism of it and this article you linked in this pdf
Scoring system: you'll note there's no 'probable' score. Virtually every rape would be classified as dubious.
