This is what Title IV-D does - incentivizes greedy government organizations to take money from citizens without the benefit of even a cursory application of logic to it.

I have no follow up information, and would be surprised if there were any beyond this guy just being held accountable for child support going back to him being a 15 year old rape victim... that's what government does when you let them.

This is a problem that can only be solved at the voting booth, and Title IV-D abuses are a part of the landscape and thoroughly baked into all levels of government in the US. It will take a LOT of correction over numerous election cycles to get it straightened out because states love this money almost as much as they love their Civil Asset Forfeiture money. Statutes for both of these are FIRMLY entrenched in the status quo for government in the US.

So this newspaper thinks that to prosecute a serious crime like RAPE a 14 year old has to go through some sort of legal process to force the cops to act? LOL.

Or is that only if the victim is male?

There are lots of cases like this in each state; it's established law to persecute the rape victims and make them the slaves of the rapist by forcing them to spend decades of their lives paying them or else the rape victim is the one locked up (and the cops won't wait for someone to have to "press charges" either).
