She's making the bodily integrity argument, saying being forced to bear a child is not just a matter of carrying a temporary tenant because it causes permanent changes and not uncommonly permanent damage to the woman.

No, she doesn't think anybody should get their penis rightsized, let alone "cut off". It is a thought-experiment not a proposal.

She's inviting pro-life men to consider their commitment to the law in terms of personal injury, rather than injuries to other people on anatomy men don't even possess. The idea of abbreviating dicks is good for that, and also good for attracting men's attention to the issue.
