Hazing in general is considered a toxic behavior and many universities have banned the practice because of its negative psychological effects on individuals. Besides, it is inherently manipulative to pit a group against individuals because of the imbalance of power. Unethical charismatic leaders will use this to attack rivals. Even without a charismatic leader, the potential for bullying is everpresent. The potential for things to go horribly wrong is immense. You should look at the Stanford prison experiment as an example of what can happen under such group dynamics.

Also, group enforcement of a particular behavior may be effective in the short term but not so great in the long term because the agency of the individual is surrendered to the group. If something should happen to the group then the individual is likely to relapse. Encouragement and support are better routes to take if the goal is to actually help rather than exploit, because the person's agency is strengthened.
