Here (NZ) when I was looking for scholarships to get into uni, I was scrolling through the long long list trying to find one that didn't say "women only" or "disabilties only" or "certain non-white races only". In the end, out of hundreds of scholarships, there were like two that a stereotypical white guy could apply for. And only for specific majors that I didn't want to do. And I could be damn sure I'd be against tens of thousands of others for it.

They call it positive discrimination, because that's the actual term for it. Affirmative action, for example, is the term used to disguise it. There's a bunch of material in my mother tongue, for example, that clearly makes it simple that the English equivalents would be both positive discrimination and affirmative action. And this is material from a position of supporting positive discrimination, from a social justice position. Simpler, ofc, is to look at wiki, because I remember even it linked the two in a clear manner. Funnily enough, when I looked now, the current wiki page on affirmative action does not directly say that anymore (even though it does still refer to a dictionary definition of positive discrimination to support the opening sentence), but it used to. From an older version:
'Affirmative action', also known as 'reservation' in India and Nepal, 'positive discrimination / action' in the United Kingdom, and 'employment equity' (in a narrower context) in Canada and South Africa, is the policy of promoting the education and employment of members of groups that are known to have previously suffered from discrimination.
It is difficult to say positive discrimination isn't discrimination if it says so right in the name. Even if it is done for a just cause - we regard it as positive - it's still discrimination.
As an aside, I do not see how some people being supported by positive discrimination can somehow be called "actually giving people a chance". Using the phrase "used to" implies you believe it to be a thing of the past, meaning it's not relevant to the applicants in the present.
