I don't think this is as much a slippery slope as you feel it is. They (NASA, ESA and co) know what's at stake and won't risk billions in budget just to promote some underrepresented group. If they choose a woman, that woman will be at least as capable as the men they could've chosen. The same goes for any other choice like e.g. a black person.

Just make it that everyone in a company knows what their peers are making. Then if there are a lot of women found with less than their male peers we can dig deeper and find out why. Most likely there will be a lot of "she didn't ask for more during the interview" or something like that and only a few where there is no other reason than that they are women. Those last will have some sexist boss or something.
