I re-use the past and say a bit mockingly: "Not wanting to insult you again, I'll now ask for permission. Will you give me permission to kiss you?" (!). Open the set by asking if they want to play a game, in which they will say "yes/sure/whatever", or they'll say "no" and you can joke "why not, don't like having fun/playing games/etc.? Like I said it's all tone. You have to sell the fact that it's a question in disguise. It's worked on sober people, girls, guys, everyone. Keep practicing there becomes a delivery that works. I'll always seem confused when I ask "what question are we on?" and they'll think they're slick by saying some ridiculous number and I've always gone "damn I thought I was going to get you on that one, you definitely have played this before haven't you?" and so far with 100% success I've gotten "no I haven't!" and then you win because that was the fifth question. They basically don't expect to get tricked twice.

And it's all about the tone. I practiced first on my friends then took it to the bar. I always act confused on asking which number question we're on, then act defeated when they get it "wrong" which gets them all excited and finish off with that fifth question.

I did something similar to a girl. So what about this... You go there, talk to the guys there, then they introduce you to their friend. That can't be threatening, and you're just hitting on them because, well, that's natural for you, and they brought it upon themselves. I've always found gay guys very eager to do things most people would be embarrassed to do/say.
