Thank you, I think I understand. Our legal system works a bit differently so I thought it was a catch22 kind of thing where they were under arrest for resisting arrest. But they resisted the officer from doing their job.

Is intent really the determining factor here? In society we tend to infer intent from indirect social cues. Clothing is one of them. If someone I don't know is dressed impeccably at work for example I would address them as sir or madam. I don't know if they want to be treated with detached deference but their clothing and the way they act does seem to indicate as such.
