Did a little digging: Parachute candidate is what in American political slang is called a "carpetbagger" (ex. Hilary Clinton, a native Chicagoan and then wife of an Arkansas governor, being a Senator for New York State). As for what you've said, that's crazy. In the United States parachuting/carpet bagging is illegal. You have to actually live there within certain amounts of time to be able to run.
