Korea is still a collectivist society. The fertility rate is related to money: apartment, hagwon/academies (the night schools kids go to after public school) fees are expensive, and low wages & raising costs. Korean child-rearing is just different from the West, they want a solid foundation with their t's crossed and i's dotted for a possible child. In Korea, a leftover law from this is that it's still illegal for doctors to tell the sex of the baby to parents. At the time 30~50 years ago, if parents were encouraged to only have 1 or maybe 2 kids, they wanted boys only. It wasn't until 10ish years ago the population of men and women finally evened out. Not really, this is common in Japan and Korea too, China too maybe but I never lived there. Both countries have elderly poverty problem (Korea is around 40%) because none of the kids made it out to be stable well rounded successful adults to go back and care for their parents.
