Title IX complaints are enforced in federal courts. Hopefully a good Trump-appointed magistrate will see how the school's conduct violates a plethora of civil rights statutes and the school's attempts waste and abuse public funds to further deprive you of honest services would be equally unlaeful. Also, the individual should contact academic accreditation bodies. Most (like WASC) strictly forbid accredited schools from engaging in sex discrimination in the workplace.

It would be difficult for them to pursue mail or wire fraud charges. It is not illegal to investigate any employer who may be engaged in unlawful behavior. Investigative journalists do stuff like this all the time. He could have an issue with being accused of extortion if he took the evidence he collected to the school and demanded money in lieu of not detrimenting the reputation of the school.
