The less "competetive" departments require math so people who don't know math don't even bother applying to it, and they are generally more well-funded (because they are useful) so they are relatively easier to get into. If you're a woman in STEM in a male dominated field that's already gone through lower level obstictcals and now you're well vetted, they want you more. This study is the same technique of previous studies that found hiring bias against women, even lower grant rates.
