I believe some things are basic human rights. Mandatory parental leave? The mother and father should have the legal right to take a leave when they birth/adopt a child. The minimal length will vary by country but I like the model in sweden where the mother and father can change and subtract it from the total time. I also believe that yes even private firms should be forced to give men and women parental leave but I couldn't say the duration, perhaps 3 months for women and 1 month for men of mandatory leave.
