Just out of curiosity, how have other countries handled this? I saw a video of a formerly British woman who became an ISIS bride. On Mythbusters episode 141, they showed that the degree to which a bottle hitting a scalp causes lacerations is the same, whether or not the bottle is full, empty, breaks, or doesn’t. Also, if you ever watch fight sports, a relatively gentle bump between scalps can cause a gush of blood. For most people, not everyone, the scalp is very thin and breaks with very little force.

Bottles on the head typically do cause a lot of damage, even when they break. The skin on the scalp is generally pretty thin and it doesn’t take much force to split it. The woman in the video needed 20 stitches, for examples. She’s probably in a bit of shock and a lot inebriated. But, I’m sure that her hair was filling with blood towards the end of the video.
