If the victim doesn't criminally charge the perpetrator report the crime within the time frame of the statute of limitations, then legally there's nothing to criminally prosecute because no investigation happens, and thus the perpetrator is never charged with a crime. As I've said four times now, the problem with this cartoon is depicting Williams with imagery used from the Jim Crow era and prior. He could have drawn her in a million different ways, but he did it in a way that depicted that imagery. Simply drawing someone with exaggerated racial stereotypes is all that is required for the picture to be racist. My specific point is that you can draw an unflattering caricature of a black person without making them look like a sambo or a pickaninny. The artist of this cartoon failed to do that.
