On that subject: http://www.fda.gov/downloads/Training/ClinicalInvestigatorTrainingCourse/UCM378265.pdf This indicates that it is also a three stage trail, though with much smaller sample sizes. Still be pretty damn expensive. In the millions for sure.

This is injection of a solution, which then needs another solution to dissolve it, I would say it's on the fence... I mean, I personally would consider it a device, but I'm not how it would be classed in the US.

All I know is that my dad is trying to get a health product up and going and he told me you can't get FDA approval without FDA trails, which cost $70m. That's why there are only a few very wealthy and powerful drug companies in the US market. But honestly, if you have smaller trails that prove it's efficacy, I don't think you will have a problem finding $70m for a male contraceptive. Hell, you might just ask Bill Gates.
