I actually think that is a good idea, just a standard part of healthcare when giving birth. When I lived on the West coast of Ireland, where Irish/Gaeilge is most commonly spoken, most people had had up to 2000 hours of Irish lessons over their whole school education, and could still hardly speak it. A smaller number who were fluent were because it was spoken as a first language in their home, or the tourists who really wanted to keep the language alive, and came just to practice

I was a London motorcycle courier in the 80's. There was a lot of animosity between black cab drivers, and us upstart kids on motorbikes, suddenly new on the streets, lots of road rage.
