Is it not a reasonable thing to ask that'd someone speaks English? Assuming she's legally an american and has some forms of government ID. Even if not, should you at least learn to say, "my English is very bad, I'm still learning. May I have a translator?" But then again, I don't believe the US has a national language does it?
I think the main difference there is that the teacher has a position of authority over the student. The cheerleader is a cheerleader. EDIT: Jesus people, legally speaking, a person with a position of distinct authority, that is a teacher, policeman, a boss/manager, someone you have to listen to, should face a harsher penalty. Maybe that's not the right thing, but legally it's what happens.
You are technically right, while he himself cannot file a suit, because he is a minor, usually an adult, such as his parents can file a suit "acting" as the child. Edit: Also, this may be different I'm only familiar with the Canadian law
