Because being jacked or fit doesn't make you "hot", and that's doesn't guarantee you gonna get women? Or not high value women, at least. You can be fit but be a douche or a complete idiot or barely have any money or live with your parents at 40 or having a miserable job and life etc etc etc, you won't get any worthy women like that. It depends what you call "white". You mean exclusively the american USA or UK expat? Well, not necessarily. I got quite successful as an average latino (not pale skin, not brown or dark either, not tall, not short). It may be more difficult as an Afro-american or even worse, as an arab.
