2	Don't have to read it all, just know it exists: My understanding of history is a bit spotty, and this is just my speculation, but I believe it may have to do with this: before everyone in America could vote, some states created high standards for suffrage which prevented most poor people from voting. However, anyone whose grandfather was allowed to vote before the Civil War was exempt from these rules, effectively restricting only non-White Americans from voting.
