Unless it is some kind of weapon of mass destruction that someone is storing in a hazardous manner, I believe this should be for everything. Having something in your possession should not be a crime, definitely not a felony offense. I'd even go as far as to say distributing something should not be a crime except some very narrow circumstances where it affects immediate public safety. If it is college, let people wear whatever (safety exceptions apply, for example in a chemistry lab). If you're distracted by someone else's shorts or miniskirt, that's not their problem.

Yup, I was standing next to a kid at the driving license place. The person behind the desk asked standard questions. One of them was if the kid would like to be an organ donor. Kid started saying yes. Mum interrupted and said no. The person behind the desk said they need to hear it from the boy himself. The mom prodded the kid until he said no. Parents have a lot of influence over their children.

FNS programs are for at risk infants under the age of five years as well. We just need to expand it a little. We don't want any infant to starve! Even if they were unlucky to be born in a state full of assholes...
