Particularly because nobody was actually harmed (meaning nobody was actually blamed / falsely accused), there is little purpose in criminally charging these girls. Putting them in jail would be a waste of space and fining them would only place a burden on the parents (and this type of thing is not necessarily the fault of bad parenting, either).
