This is a sad reality that women really do seem to lack any empathy for. A problem here is defining what being used actually means. If we're just talking about sex, then the woman is a consenting adult, just because the guy doesn't want to settle down with her, doesn't mean that he's using her, unless he lies to her about wanting to settle down in order to get sex. But a casual relationship, or even one night stands do not equate to usury, and if they do, then both parties are equally guilty.

I've seen the "enjoy the decline" thing before, it's actually not that unreasonable. It's basically saying that women, through their choices will destroy western civilization (birth rates etc).
