I partially agree with this. I had depression back in the day an anxiety and wanted to change. So I started getting help online and through books. I think if you are genuinely happy with your life/yourself it‘s easy to find good friends or a girlfriend. When you are happy, it will come on it‘s own. Not directly, you still have to put some effort in, but your positivity will attract people.
