The issue with quotas is that they mask real issues while creating others. The issue is not that there are not enough women in parliament in Pakistan, it's that women are not given the same opportunities afforded to men to become parliamentarians. For example, Pakistan's illiteracy issue can almost completely be attributed to the erroneously low female literacy (around 50% compared to 70% for men). Discrimination does not solve discrimination. The effect of quotas is that unqualified people from certain groups work in positions of power, rather than producing qualified people from these groups to work in these positions of power. If you look at South Africa for instance, quotas have resulted in extremely poor infrastructure, medical care, and over the quality of life as underqualified people are made to make significant decisions. Yah I can't really see any other solution to the single motherhood epidemic + it'd be relatively cheap. I suppose they should offer birth control for both sexes though.

Pakistan has a 20% women quota in parliament and has had a quota in place since its founding so I would not be surprised if this is legal.

Anime fans and skaters are defined by their love of skating/anime and their communities, thus you'd expect some level of homogeny within their groups.
