I can tell you that would need to involve the feminists, there are tangible benefits to joining the boy scouts. Particularly in the military, meeting certain requirements lets you start in higher positions. Well, contrary to popular opinions, the draft never gave anyone the right to vote, not in the US at least. It was an argument used to lower the voting age to 18 in the 70s, but that was already in the works, it wasn't much of a factor, like feminism to woman's suffrage.
