Even that sounds like they're more than skeptical about any such situation. It's not deciding the outcome of a case, it's a support resource. In most situations that people are upset about the way things are legally there's kind of a rabbit hole that's fairly obvious. "This isn't right!" "Okay well if we change that to what you'd like here are 4 other ways the law is now horrifically not right." At the end of the day there's no perfect system as long as someone's being an asshole. Unless I'm misreading things, she turned herself in after mishandling a gun and accidentally firing on her boyfriend, killing him. Unless there's proof that she intentionally murdered him, isn't it feasible that this judge didn't let her go with her manslaughter not just because she was a woman but because he thought that someone who did such a thing didn't deserve jail time if they would suffer sufficiently. I don't think it's an expectation even, at all. Not even slightly. It's pretty expected and understood that people are going to be having sex or trying to have sex as soon as they hit puberty practically.
