People are tough nuts to crack and it takes a lot of time and skill to predict peoples emotions, values, and desires. The statement is propaganda, a falsehood expressed with the intent to alter an emotionally biased belief. Propaganda is perceptual and therefore neither good nor bad, but it's moral value is derived from its intent.
