According to a Googlr search only 24 states actually mandate sex ed as a must, others don't, in other words its pretty likely it is those 27 states not having sex ed in their schools that fucks everything up. Just mandate it on a federal level.

You can if you teach them young, if anything its the parents, or educational systems fault for not teaching about hygiene. Over here kids are taught all about STIs and UTIs, as well as how to prevent them, just do the same thing in the US, or have the parents teach their kids to wash themselves down there.
