You even see it with stuff like Heathrow Airport that without extension would lead to airliners not using it as a stop point switching for a bigger French or German Airport instead and yet still that nearly failed and took ages to pass. The potential for huge economic loss just because some people who lived next to an airport didn't want more noise...
