Should it be taken into account? Women are less likely to be repeat offenders not because they commit less crimes but because the law is less likely to be enforced against them. So if you do take repeat offenders into account then the sexism is greater than the number calculated.

If a person commits 12 gun crimes and then needs a gun to defend herself from an attacker should she have access to one? No, she loses it after the first gun crime. Same logic should apply here. One proven false lie about rape and you lose access to the weapon of accusing people. Does that make ones life harder? Then don't lie about rape. This is how all false accusations including false lawsuits should work. Proven false, not the cases where one failed to prove guilt.

No, the problem is that even when a woman physically abused a man it isnt counted as abuse and if he defends himself even once, that is counted as abuse and punished. The core problem is our society is unable to view a man hitting a woman as equal to a woman hitting a man. There is a solution for this but I'll leave it to the user to figure it out. And no, education does not fix the underlying double standard enough to count.

Some countries already make sex a right and handle this by giving people who qualify a stipend to spend on sex workers. No body is forced. Everything is voluntary. I forget which but I think it was one of the Nordic countries tries that does this.

Physical intimacy, which isn't exactly sex but closely related, is a physical need. And consider how human history is filled with people risking even death to have sex. If people are willing to put their lives on the line to have sex in case by case situations, what sort of things will come from an entire segment seeking to change social order so they can have sex? False accusations involving a child can create false memories. There isn't much difference between an adult who has life long mental problems due to sexual abuse when they were a child and an adult who had life long mental problems due to false memories of sexual abuse when they were a child. Punishment for creating false memories should be similar to the real thing since the harm is similar.
