There's no limit to how much they can do at once, is there? Unless I missed something, there's no limit to the amount of things they're allowed to make laws about, unlike an example of a stabbing where a hospital might have a shortage of space or medical professionals. In this case, it's like the hospital having enough beds and people to treat both the person with two and the person with one stab wound, but choosing only to treat the person with two and ignoring the person with one wound.

IIRC physical assaults are approximately 50/50 in terms of the first strike. Don't know the statistics on verbal abuse, but I vaguely recall it being slightly skewed that women commit more, but that's probably bullshit/hearsay, do some fact checking if you want the exact stats.
