Can you clarify a bit? I've only skimmed the article, but I don't agree that it's as simple as you're making it out to be. I've taken courses at six universities, and I've never encountered such a thing. In the 70s, there was an anti-rape campaign about asking for permission ("I'm going to touch your left breast now, is that okay?"), which now gets lampooned for obvious reasons; you may be thinking of that.
