"Watch how you dress" is bad advice because it only applies to the stereotypical idea of rape where a woman is walking past an alley at night alone and a man grabs her and forces himself on her. I mean, I understand that it's never a rape victim's fault that he/she was raped, but that doesn't mean you can't protect yourself or expect others to. If you tell people to lock their doors when they leave the house, they don't tell you to tell the thieves not to steal instead. This act was originally passed in 1994, and the Men's Rights movement wasn't really a big thing twenty years ago. The act is being reauthorized, as it was in 2000 and 2005.
