Actually no, Lack of evidence doesn't necessarily mean that the crime didn't happen. It means that there is not enough evidence to PROVE that the crime happened. That is why defendants are found "not guilty" instead of "innocent". The difference is that one thing is to openly confess that you made up your claim, and another completely different thing is to be found not guilty of committing a crime. That is to say, just because the defendant is found "not guilty", it doesn't mean that the other party made up the claim.
