Let's start with the textbooks part. If textbooks had every historical person of interest, it would need to be in multiple volumes. For example: in Europe alone, there HUNDREDS of monarchs that existed. Current textbooks cover the important historical ones, but if you want over everything all of them did, you would need an entirely new course. Textbooks par that knowledge down into manageable parts,often overlooking small details and less important people.
